Off-highway emissions regulations in Australia don’t yet mandate Stage V engines, yet they’re already everywhere. Here’s what’s driving the shift.
If you’ve recently been looking to purchase new off-highway equipment, you’ve probably noticed the spec sheet reads quite a bit differently to what it did a few years ago and that more machines are arriving in Australia with Stage V engines as standard, than ever before.
Does Australia Actually Have Off-Highway Emission Regulations?
The answer is no (which is an answer that surprises most people!). Australia does not currently have national standards controlling noxious emissions from most off-highway diesel engines.
Unlike on-road trucks, off-highway diesel engines in tractors, excavators, loaders and generators, and other similar equipment, aren’t currently subject to a national emissions standard. Australian environment ministers agreed in 2018 to evaluate a national approach. This evaluation was completed in 2022 and public consultation on a draft Impact Analysis has since closed, but no national diesel off-highway emissions regulation standard has been announced.
Despite this delay, some states are moving in this direction on their own. NSW, for example, has also investigated ways to reduce diesel emissions at coal mines. An NSW EPA benchmarking study recommended Tier 4 standards for new and replacement equipment, alongside measures for reducing emissions from existing fleets.
But if there’s no mandate, why does every new machine seem to have a cleaner engine anyway?
Why you’re getting Stage V engines regardless
The answer is global manufacturing, not local law. It’s increasingly common for engine builders to design one platform to meet the strictest market they sell into, usually EU Stage V or US Tier 4 Final, then supply that same engine everywhere, including Australia.
They do this as it’s more economical to build one compliant engine, than several variants for different regulatory tiers. In practice, this means low emission industrial engines are becoming the default in Australia by market momentum, well ahead of any local requirement forcing the issue.

Today, our latest engine range is designed to comply with both EU Stage V and US EPA Tier 4 Final emissions standards, supporting our long-term goal of achieving a climate-neutral product and technology portfolio by 2050.
Although DEUTZ continues to manufacture selected Stage IIIA/Tier 3 engines for the Australian market where demand still exists, our long-term strategy is to continually improve the performance, efficiency and affordability of our latest engine technologies. This supports the gradual transition towards lower-emission equipment and contributes to a more sustainable off-highway industry.
What this looks like on the job
The difference is tangible and noticeable. Compared with much older engine generations, Stage V and Tier 4 Final engines can reduce particulate matter and NOx emissions dramatically.
Depending on the engine category and aftertreatment system (EAT), technologies may include diesel particulate filters (DPF), selective catalytic reduction (SCR) and diesel oxidation catalysts (DOC). The combination of these systems, together with advanced engine management, enables modern diesel engines to meet stringent emissions requirements while maintaining performance and fuel efficiency.
For operators, these improvements often translate into noticeably less visible exhaust smoke and reduced diesel odour, although actual performance depends on factors such as engine specification, fuel quality, operating load, maintenance practices and the condition of the emissions-control system.
In environments such as enclosed spaces, tunnels, warehouses, indoor workshops, this is a very positive change as less visible smoke, and fewer fumes can dramatically improve working environments.

What off-highway emissions regulations mean for your next equipment decision
Even without a mandate today, buying a Stage V or Tier 4 Final engine now is a reasonable hedge against where regulation is heading, particularly if your equipment has a working life of ten years or more. It also matters commercially in the shorter term because infrastructure projects and mining contracts increasingly specify low emission engines as a tender condition.
Machines with engines that don’t meet that standard can find themselves excluded from work before price ever enters the conversation.
There’s also a resale angle and benefit too. As off-highway emissions regulations tighten in the markets Australia imports used equipment from and sells into, machines and equipment running with older, higher-emission engines will become harder to move at a decent price. Buying ahead of the curve is one way of protecting the asset’s value for whoever owns it next, in addition to being a solid sustainability decision.
